Huh?
When I have Discount rotate my tires, they don’t rebalance them: there’s no real need to, unless I’ve a problem.
And if they do rebalance, they use stick-on weights as necessary.

And?
I’ve not had a problem with the weights they use. If they stick and balance the wheels, why worry that they use cheap weights?

The oem weights maybe made by 3 or 4 different vendors. The weights on my wheels could be different from the weights on your wheels. I don't see that it matters.

who cares if the weights are OEM? Does gravity affect them differently? How would any other weight besides "oem" balance different or less effective?
Because I personally like it to match, start stripping off weights and putting on their cheap weights it won’t match

I’ve just heard that once a rotation is done, a tire balance should be followed, they’re not gonna stay in balance the whole time because rough roads can throw them out of balance, especially after so many miles.

How do rough roads "throw them out of balance"?

I've never had to re-balance a wheel/tire that was properly balanced to begin with, but maybe my experience isn't typical. I also mark my weight locations, so if I loose a weight I can simply replace it. I've never lost a stick-on or clip-on weight, but I have had clip-on weights pushed out of place by rock contact.

Also, IMO, the factory weight are horrible looking and look out of place on my mostly black wheels. That's why my tire installer offers both silver and black weights:

i have had mud get behind my wheel and cause a imbalance. sometimes really severe like pounds of mud

I consider myself lucky they actually surface prepped and install the weights correctly rather than worry about color.

FWIW, my WILLYS black wheels had silver wheel weights as OEM when delivered.

I think those look ugly personally they’re awkwardly, big, just from what I’ve read that’s what can throw a wheel out of balance.

A buddy of mine will purposely remove the weights and clean the wheels to remove all residue when he goes in to rebalance if needed.

So moving the wheels from the back to the front doesn’t require an adjustment?

Why is it when I went to discount tire on my others Jeep gladiators in the past did they touch the weights and rebalance then if it wasn’t out? All the weights were on from the factory before I took it in to them.
