So I used a LED light powered borescope to check inside my fuel filler neck due to having a fuel overflow issue randomly. This is what I saw. This is the very upper part of filler neck at or just below bend downwards. You can shine a light and see the top part of this irregular looking crap

Is this paint breaking down due to gas running over it or something else? Is it normal?

I will say I’m the first owner of the truck, it has 3500-4000 miles on it, no questionable gas stations, sits in garage 6 out of 7 days a week, and no angry exes out there. 99.9 percent sure nothing foreign was poured into tank.

About what I would expect of mine given the material it is made out of. The pooled stuff looks like brazing material.

Sometimes when you stick an optical device close up to stuff that is not normally picked up by the naked eye, you are going to get those imperfections, especially for parts not facing the "customer side".

Yup - like said, normal. The scope exaggerates the appearance of a normal braze or welding process. It's not crap or foreign, it's the seam of the tube.

The first “splotch” is near the fill neck opening. And looks like a paint drop. I guess that must have been some brazing material that dripped during construction? That a good assumption?

From the looks of the pictures. The tube seam looks to be soldered together.

They used to use lead for the body seams. Don't know if they still use it or not.
At least through the 1980s for some companies. Can't say if that's the case now. Could be, but bet it's not lead due to the EPA, NHTSA, BBC, FBI, CIA, NWS, FAA and others.
i worked with it a few times - not much. I'm not very good with it. Last time I worked with lead on a car body was when the A-pillar to roof joint on my SX4 had a crack at the joint and it wasn't exactly pretty how I got it fixed and smoothed out.

the lead likely explains a bit about a few of us "old-timers".

Seen a video with an old timer leading body seams. The guy was fast and the seams didn't need any extra work. Worked it with a metal squeezy.

Looking at the pictures again. Welded seam, with galvanizing. The weld is not all that pretty, plus the galvanizing is making it look worse.

What would you say the first pic is? It’s close to the mouth of the fuel neck. Looks like drip of paint but similar texture to the other pics. Just more raised.

Is it opposite of the seam on the tube?

This is at the opening toward outside of the truck. The “seam” pictures are further down tube at the first bend. Not anywhere near those other “welds.”

Have to agree with the colon polyp comment.
