It's a common practice and nothing to get worked up about. Contact the company on the label and see if there is an active subscription. After further searching, now that I know it is a tracker. I bought from a dealer in Texas. The dealer owner's, Victory Automotive Group, has 50+ dealerships around the country. It looks like they install these on all of their vehicles and then try to sell a service using it. From what I have read they refuse to remove, even at time of purchase.
I remember them trying to sell me the service. But we refused the service. In the CARFAX report folder they have all the service they did in preparation for selling. Adding this ELO device was on the list. It was installed when they received the Jeep. 2 months before I bought it.
If you don't want it, just disconnect it and reassemble the OBD port.
