Background: Here in Germany cars have to be checked every 2 years by an official test agency called TÜV, they focus on safety and environmental topics. When you pass all checks, you get a sticker on the license plate. If you fail with a minor deviation, you are allowed to continue driving but have it fixed asap and have it checked again. If you continue to drive without a valid TÜV sticker you could get fined by the police (they check parked cars), or, if involved into an accident, run into trouble with the insurance.That's crazy, how would they know?

There is a law in the U.S. requiring TPMS - and the law is written so that no shop can cause a working system to not work, there's some other provision as well but basically, if it's working they can't sent it back out not working or they have broken federal law. I am not really sure, but I think if there is a really bad safety issue they will not allow you to drive any more.
So how would they know: My new alu rims have a cerificate for the Gladiator, but, after first installation of the rims they have to be checked by the TÜV and added to the car papers. During this tests, they also check if the tire pressure sensors are working.
