Bed D Rings

Does anyone know if you can access the back side of the d rings (one’s closest to the cab) if I remove the fenders?

What would there be to access? The D ring is attached with a torx bolt on the inside of the bed.

Because I need to know if you can access the backside of it for something. I don’t want to remove the fender and everything to only find out I can’t.

I know you can snake a hand up to the nutserts along the side of the bed up top and feel them. I can neither confirm nor deny the same is true for the forward D-rings.
