Buying out of state (CA)

I live in CA and am looking into buying a JT. None of the CA dealers are willing to deal at the price point I am looking for but was able to find a dealer in another state who had a good deal.
However, the dealer is stating that it's difficult to sell to CA due to emission laws. Has anyone in CA purchased an out of state JT and registered in CA? If so, how did you go about doing that?
Are all JT's 50 state emission certified? or does that vary by state?

I bought mine from lithia in Reno. Unfortunately dmv is closed so I can't register it and they say it needs to be weighed and smogged which will add to the retardedly expensive cost of California registration.
