Charge device with ignition off - constant ‘on’ 12v source?

I read that it stays on for 60 min or so and then shuts off
Does anyone know what really happens? Someone above said they shut down with the truck off. Someone else said stays on and this says after 60 minutes? Does it vary by model or are they all the same?

MY truck, YMMV as they say:

12v outlet shuts off when I shut off the truck.
The evidence is that last season I ran a 12v LED wreath on my grill, powered by the 12v outlet (for us old farts - lighter-like thing)
I KNOW my 12v outlet shuts down via ignition/switch off because my wife is paranoid about a vehicle not starting so when we got to church one evening she got out and watched as I shut the truck down. She had to have proof we weren't coming back out to a dead battery (yeah, like those little LED lights would kill that battery in 45 minutes.. Oh, well - love her, whatever keeps her satisfied about our vehicles)

My USB in the back of the console ran for a while after I shut the truck off - can't recall if it was 30 or 60 minutes.
Evidence - August 2020, the big storm we had no power for almost a week. I have hearing aids that charge via USB or power supply like phones use. I figured I could charge my hearing aids at night by plugging into the truck. That sort of worked - I went out after an hour or so and found the USB in the back of the console was dead. I started the truck, then shut it off - my hearing aids charged again. I stuck around for 5 or 10 minutes and they kept going so I went back in and back to sleep......... I woke up again later to find the USB dead again, lather, rinse, repeat....... luckily they recharge in about 3 hours so they were good by morning.

Battery Tender makes a pigtail (call it a ring connector) that connects directly to the battery and then has a USB charging port module that connects to that. Tucks nicely under the hood and ALWAYS has charging ports at the ready w/o starting the vehicle. Also has a cap that protects from water/dust/debris. Bought an extension cable for mine (6 feet I think), coiled it behind the radiator where I could access it from the outside, and voila, instant charge!
