Waiting on approval to have my new to me 2022 Willys 45k miles hood repainted. Tiny spot just behind the drivers side hood latch and pitting near the passenger side hood hinge well. Local dealer doesn’t have body shop, quick stop there to document with service advisor, then off to recommend body shop for more documentation and consult. Back to dealer with quite and submit claim. Body shop has done several and is sure it will be approved for full hood repaint.

When it comes to the paint warranty, make sure they inspect "Everything"!! I had the same small bubbling on the hood. When I took it in they inspected the entire vehicle. Under the door by all the welds, door hinges, lower tailgate welds, etc... I went from a hood replacement too all 4 doors and a tailgate. If you don't know where and what to look for you will definitely miss it. Just an FYI

I take it this fix has not been addressed at the factory, and even new ones will continue to have this problem down the road?

Still a guess because it's too early, but I'd assume yes.

Mine took a little over 2.5 years from build date to bubbling paint.

My 21 had it on leading edge of the hood., now I have a 25 I purchased new in Febuary of this year, so I guess the clock starts ticking.

It depends on your location and dealership. My local dealership had their own body shop so the dealership handled everything on mine. For dealers without their own body shop it sounds like you have to get a quote from some body shops. The first stop would be the dealership who would do the initial inspection to see if it is covered under warranty and then give you the next steps.
MaximusTX said it perfect…ONLY go to a Jeep dealership that has an in house body shop. They will inspect it and submit it to Jeep for warranty approval.
