Can someone please give me some guidance on where to go from here. This thing has been taken apart and put back together probably 10 times now by the shop that's working on it. It has had the left intake cam, lifters, rockers and timing components replaced and still continues to make this same ticking noise.

When talking about an engine, the "left" side is the driver's side and the "right" is the passenger side. In your video the noise seems to be coming from the right/passenger side, so if only the left side valvetrain has been attended to, then you need to look into the right.

That was an expensive shotgun shell your shop used to troubleshoot! They were "that" close to being able to peak at the other side. I feel your frustration.

That sounds like injector tapping. Sounds exactly like mine even new off the dealer lot. The sound in the background is the typical typewriter sound of these engines. The louder sound is the injector. You can hear it at all speeds as you rev. Compared to other vehicles I’m m shocked at how loud the injectors are in these vehicles. With that said, were you shown “the bad components” when the shop tore into it prior to pulling everything out? I’m not saying you did or didn’t have an issue but the valve issue on these jeeps is super obvious when you pull off the valve covers. The wear and sometimes gouging and a unmistakeable. Did they by chance check the other side since they had everything apart?
