Is this how the brights are supposed to work?

I also don't really notice a huge change other than the line defining the top of the beam isn't there, but what's above it isn't all that bright. The brights on this are rather disappointing. They work - but it's hardly worth switching much of the time.

I get a substantially better visual of what’s in front of me with the regular lights and fog lights combo than brights.

Yes, the indicator comes on, but the lights themselves do not change.

The change in brightness with my halogens is VERY subtle, almost no difference

That describes the LED headlights, IMO.

I often use the side of a CVS or Walgreens store for quick light pattern checks. Low beam cutoff line is easily seen and the high beam bumps above the cutoff are clear.
