OE steel bumper - not flat where fairlead mounts?

I installed the winch mount plate yesterday. I was surprised that the OE steel bumper isn't flat where the fairlead mounts:

Is this normal? The supplied bolts were much too short so haven't mounted the fairlead yet. I wouldn't expect that torquing the fairlead bolts to cause that section of bumper to get pushed in. Is that actually what is going to happen? Or should I get washers to fill that gap?
