That is usually a failed communications and/or corrupt OTA download or install update.
They released a TSB earlier this year that is mainly being pushed by OTA updates but some people had the dealership do it. If you have earlier radio below a certain version, there is a two update process to bring it current.
Possible they may have pushed the wrong update if you did not have the bootstrap update first. May have to take it in for the dealer to update.

2020 JGR, bought it July 2019. Alpine system with version 39. Continual failure to download update, would make it 22% then fail. Opened case with uconnect and took to the dealer. Dealer downloaded update to a flashdrive then installed with no issues. It fixed my wifi hotspot not working and able to resubscribe to at&t wifi service within an hour of the update.

Same problem with my 2020 JTR Launch Ed stopping at 22%. Will eventually have it updated at a dealer. Is there a way to download it to a flash drive myself?

You have to take it to the dealer, or order a Map Update. They have not yet made it available from the Uconnect site to download and install.

Do you have to get the bootstrap first then can I go to the map update. Or just get map update will it have the bootstrap already

The map update is on a separate USB stick. You have to login to the map update site with a web browser and get a validation code to use to get the map update started.
The Uconnect update is a separate USB stick that has to be installed before the map update. It does not need a code to get it started.
It includes installation instructions. You will need to sit there with the engine running and wait for the update process to complete. It will take anywhere from 20 to 45 minutes.

Mine has never updated and I know from this and other threads my 21' is on an older version. I called my dealer they acted like I was crazy . Never heard of an update to the head for wifi fix etc..

How do I get this update to kick off? To start up. I have been all over creation it has never wanted to update.

You cannot do anything to get the OTA updates to start. Those are controlled by signals sent from the servers. If one starts and fails, you will have to take it to the dealer. They will connect it to the system and see if it shows an update available for your vehicle.
When you order a map update, you have to provide version information from the head unit. If needed, they include a Uconnect update on a USB stick with installation instructions.
