What in the heck is this?

So I just bought my second eco-d and noticed this piece of steel dangling from the passenger side frame. What is it? It wasn't there on my 2021 (as shown below) and I also noticed it on a Wrangler at the stealership. I crawled up underneath and couldn't figure out what purpose it might serve and noticed it bolted on with some large gauge screws. Any how, a little help understanding would be greatly appreciated ?.

Safety... keeps the tire from getting pushed back/up into the passenger... atleast thats what I have read. Several discussions about it on the forum.
