Winch will not spool out under power

I really like the Bulldog - thick and has reinforcements on the bottom. I also like how it mounts behind the frame rail bumper mounting flanges. I wish it sat just 1/4" - 3/8" higher but that's mostly because of my 2" receiver up there.
