Yes they can not bar your objection. Hence the suggestion to getting actively involved. While they cannot force you to accept any form of work or quality, or force you to accept higher cost new parts or reduced cost used parts, they can and do leave the insuree out of this direct line of communication. This is the standard approach, beyond declaration of it being totaled or repaired, the insuree is not going to get a fully itemized account of the adjusters appraisal unless upon request.I'm not making any statements... just responding to what I'm reading...
This happens without insight, its not overt in the "you'll take what we give you sense", its covert in the sense that "we'll get it fully repaired" while telling you nothing about it beyond what you inquire about on your own. I've lost 3 vehicles now and have had other accidents as well. This is only coming from experience and an effort to help others where they may not be as experienced.
The fact of what can legally be allowed or not does not factor into the actions they take if the owner never objects because the owner never knew. I've also had friends in the auto repair industry, this isn't uncommon.
