I've never heard of any of the vehicle scare devices actually do anything. I actually get more nervous driving down a road at night with high fences on both sides. If a deer gets trapped on the road side, they get scared and dart back and forth looking for a way through the fence. From my experience, if a deer is moving, aim directly for it, it will be out of the way by the time you get to it. Whitetails live in family groups (females) and bachelor groups (males), there will likely be more following. If they are standing still, they will usually not move when blinded by headlights. If they do move after standing still, they will often turn and run the way the came from.
On a side note, I've taken a few trips to southern Africa. Driving after dark there is not advised. A large number of people will walk along roads to and from work well into the night, or well before dawn. Dark people in dark clothes are not easy to see with crappy lighting and will scare the crap out of you when they appear out of nowhere walking down the road. One time in Botswana, due to poor planning on my part I had to make a 4 hour drive after dark. It started with the zebras in the road around dusk. The rest of the drive was donkeys in the middle of the road. One of those trips saw a road kill elephant; can only imagine what the vehicle that hit it looked like.
