Hello I have a question about towing .

I know that is better to tow on 4x4 in snow, mud, etc but on highway or city what it is better 4x4 or 4x2?

4x4 is less about towing and more about conditions. I would not engage 4x4 on pavement roads at all.

4x4 is for low traction surfaces.

If the highway or city is not low traction, then no 4x4.

Off Road all the time. On pavement 2wd only.

Steep ramp at a boat launch is a situation where you might use 4wd on pavement.

Part time 4wd engaged on dry pavement will bind up and lurch anytime the front tires are turned and moving. If you have the full time t-case, you should be able to run that in 4wd auto. But on dry pavement it will not be needed.
