Just installed the Rugged Ridge Aramis hard-Rollup - on Aug 2020 model...and the rubberized "inserts" they sent (similar to above) are worthless on these holes since and just fall or pull through. Mine are not tapped either (just thru holes, the one is still hex(ish) for a rivnut ).This is what Truxedo sent.
The top picture is what comes with the cover for the top hole. Looks like about an M5 or M6
The bottom picture is for the bottom hole. Appears to be an M8.
I think I'll leave the 5/16" hardware I put in...

But at 1230am when you figure out the hardware is crap at this step, and drop a few implements down the inner and outer portion of the headwall chased by some cuss words - you decide to more adequately raid your stash of nuts and bolts (real HARD-ware) that could work.
Like Kevin_D - was able to use 5/16 ....I used lock nuts taped into a deep socket - positioning with 2 hands squeezed between cab and headwall, and could get enough force and barely enough hand room to line them up long enough to have my third hand (don't ask) maneuver the front bracketry and bolt in from the front side before the contortionist ergonomic hand cramps set in.
So - why did Jeep eliminate these threaded holes? on a 45+k truck -cost?? really? oh well - at least i feel better knowing its bolted in right (mostly). And this year, I will take any small victory I can get!
