i mean not just hard but sometimes it just will not shift neither moving nor stationary despite several tries When it does go it is from max effort. Dealer time or keep trying to loosen it up? I have tried maybe 20 times.
I shift at low speeds and with my foot on the clutch and other foot OFF the accelerator (just like shifting a manual), then I re-engage. It is NOT easy, but it works. Give it a shot... and good luck.

You should be able to just take your foot off the gas and pull straight back into 4HI.
Its always a little bit stiff the first couple times you do it, but it should wear in as you use it more often.

Stiff at first, best when coasting it shifts fine. slowing down or speeding up, I pause the acceleration and firmly move it. If it’s sticking at a standstill, take your foot off the break and coast, should slide in.

4 low you need be in neutral. It’s popped out of 4low twice, so I keep a hand on it until I’ve gone a bit.

This is my 15fh Jeep, including a ‘15 JKU. I have never had one like this.

I am trying to flat tow. My 4x4 guy put the transfer case in neutral the first time so this was a first for me. Put transmission no N. Then shifted transfer case to N. Automatic trans shifty indicator started flashing when moving out on N. Took me quite a few times to actually get it in the proper location for towing. Any tips?

A couple of months ago I helped to get a lawn mower that was stuck pulled out. It was a royal PIA to get the truck into 4 high.

With quite a few Jeep’s under my belt I can tell you that it will get better. I shift mine regularly from 2H to 4H. I do it to keep things lubed. It can even be on hard pavement as long as you aren’t turning and binding stuff up. If you have trouble going from 4H to 2H, try backing up a bit while slightly turning left and right to in-bind things. 4H to 4L is a slightly different animal. The neutral gate has an off-set, it’s not straight back. So you must go back-right-back and vice-versa. If you forget the off-set and flub the shift, let the rpms go up, loose the mesh of the gears etc, it will be difficult. Get that thing out in the dirt and run it through the paces for a while and things will loosen up.
