It's a cheap tool designed for those type of clamps. They lock out so they were pretty good for our use.Interesting, maybe something I pick up for the next hose/clamp repair. I only have traditional pliers and needle nose pliers. No angled pliers.
Like I said, the one in the picture are fairly used, notice the nuts stuck on the cable being used as spacers. We stretched the cable, how I'll never know. But they are a cheap harbor freight version.
