Can anyone tell me if these bolts holding the silver clips have captured nuts? I’d like to paint them black if I can simply remove them and put them back in?

Yes, you can take the bolts out to paint them and easily reinstall.

Thank you both, they are out and in the middle of being painted. I appreciate the help. I have and am, on a bunch of vehicle forums but this one is the best.

Why are you painting them? Aesthetics or for some function ( rust prevention)?

Purely aesthetics and all though that’s not even that important to me, I’m always looking for something to do while hanging (and drinking) in my shop. I have a hard time just sitting there, and I’m running out of projects????
