New vehicle smog testing & V8

I could be wrong, but, as I recall, even in Calif new vehicle is not required a smog test for the first 7 years. So, if I bought a new JTR and then have a AMW 6.4 swap done I would have about 7 years to deal with it before the first required smog test. New JTR is allot $50K + basic 6.4 swap at $40K. A big $$$$ roll of the dice?

"Your vehicle does not need a smog inspection if your:
  • Gasoline-powered vehicle is a 1975 year model or older (This includes motorcycles and trailers.)
  • Diesel-powered vehicle is a 1997 and older year model OR with a Gross Vehicle Weight of more than 14,000 pounds.
  • Powered by natural gas and weighs more than 14,000 pounds.
  • An electric vehicle.
  • Gasoline-powered and less than eight model-years old. "

What about the Carb laws? I thought Cali requires the engine to come from a VIN’d vehicle with all its emissions parts. Same model year or newer as well (5.7L from a 1500 or 6.4L from a 2500).

No smog test sure, but one asshole cop away from losing your baby. Seems risky.

Edit: I may be conflating two different issues. Not sure, I’m no legal expert by any means

For a carb compliant swap that is true, but if the vehicle is less than 8 years old it is exempted. Now spending $100k to make it off road only in 8 years is wild in its own right.

8 years is a long time. Most won't own a vehicle for that long. Just be careful not to get a state ref ticket.

Do you have a friend or family member that resides in a free state? Register it there.
But then you will probably have trouble with insurance. Also, may get harassed by local authorities for living there with out of state plates.

This has been discussed in other threads. It is not allowed under California laws. You can register the vehicle, do the swap, and get by until the first Smog check is required. Once the swap is done, the vehicle cannot be legally sold or registered again in California, and technically is illegal to drive there.

This has been discussed in other threads. It is not allowed under California laws. You can register the vehicle, do the swap, and get by until the first Smog check is required. Once the swap is done, the vehicle cannot be legally sold or registered again in California, and technically is illegal to drive there.
Which makes it illegal at the 8 year mark. The way the rule is written it wouldn't matter if you swapped in a top fuel motor and run alcohol, it's exempt for 8 years. Obviously when its due for its 1st smog check it is illegal. There are propane conversion kits, which you could switch to at the 8 year mark again making it exempt. Even if you don't want to run propane it would then be legal to sell it.

Relocate to a more sane state.

Do the swap and if you're still in CA in 6-7 years plan on moving somewhere that isn't over regulated and taxed to death before your first smog test.

It's just a loop hole in the laws. It's really not legal to remove any fed required smog equipment. If you have $40+K to do an engine swap you have paid more taxes than most and should be able to do it. The EPA is deciding what we get. Moving to another state or just register my vehicles in a different state is just more work and trouble than I want. There are many high HP vehicles to choose from legal in Calif.
