The real issue is that no one (Jeep, jeepcares, the dealers, the owners Manual) knows or can consistently describe how the Manual mode works. I love my JT but the hvac engineering and delivery was poor at best. No way they tested these Jeeps in extremely high or low climates and said “hey this works really well”.I read most of this thread, but not every post. So, I'm hoping this might be helpful for some JT owners and sorry if someone already posted the same thing. Anyway...
My wife drives a 2017 Subaru Forester. That HVAC system operates EXACTLY like my JT. You set the temp and, when running the heater, when that temp is reached, the air coming from the vents will feel a bit cool. This is due to the fact if I set the temp to 70 degrees, the system will blow air which is at 70 degrees and that feels cool to a hand which is approximately 98.6 degrees. Same with the A/C. Once the cabin cools down, the air won't feel as cold as it did when the system was working to cool things down.
If you want to operate the heater like an old-school vehicle, just crank the temperature up until it reads "HI". I did this in my Gladiator a few days ago on a cold, Colorado morning. The heater cranked out hot air indefinitely. I'm quite certain I could have roasted a chicken on the passenger floor board.
You can do the same with the A/C. Just keep cranking down the temp until it says "LO" and the A/C will just keep pumping like an old-school truck. OK, maybe not as cold as a 1970s truck running R12 refrigerant, but still cool. (I used to drive a 1975 Pontiac Grand Prix and, wow, if I cranked up the A/C on a hot, humid day, it would blow fog!)

All heating and AC systems since they were added to vehicles work with a couple of very simple principles.
1) a fan system
2) a vent system
3) a heating system
4) a cooling system
5) thermostat
Way back when I was young all of this was manual.
1) I controlled the fan system
2) I controlled the vent system
3) I decided on heat or cooling.
4) I was the thermostat via a slider, all this did was move a door to blend either HOT air or outside cool air and introduced it to whichever ven and fan settings I had.
Modern cars before AUTO introduced the following
4) a electronic thermostat that simply based on a temp setting would blend HOT, outside, or COLD air based on the temp setting measured by the thermostat.
Current vehicles with an AUTO ability but in manual mode INCLUDING the JT. added NOTHING to the manual mode , some vehicles have variable temp heaters, some turn off heaters and AC when the vehicle shuts off for the auto start functions. All vehicles BLEND HOT/COLD, and/or outside air based on your fixed settings.
AUTO simply changes all of these based on the temp YOU set and the measured temp of the thermostat, and potentially the outside temperature.
If your JT does not operate this way it is BROKEN take it to a service shop, this thread is a joke.
You may be beyond help, it was all manual mode. The last piece answers auto mode.How about break that down into how does auto work and how does it work in manual mode when auto is off. You said a lot in that post but failed to clarify how manual mode works.

Yes as a dozen people have said, the fan should not change and it should pump hot air until the thermostat in the cabin reads 82 and then should start blending out the hot air over time.yes I did, sorry it’s not very clear.
So if you set the temp to 82 in manual mode and the blower to 6, should it stay in these settings ?

It's not like a gas-fired forced air furnace in the house where it runs hot air until the temp comes up and then shuts off. It won't blast hot air and keep blasting it.
And it's not like a 1973 car that runs hot air until you move the lever back. It won't keep blasting the air out based on there the lever sits and if you bake, you bake until you move the lever back yourself because there's no thermostat in those cars.
In manual, modern systems like the JT, Grand Cherokee, Chevrolet, run hot air out the vents you have chosen, at the fan speed you have chosen, until the temp on the screen is reached IN the cabin, then it blends air - so the air coming out the vents will drop in temperature once the cabin temp is reached. So if the screen number you have set is 72, and you have the fan set on 3 and you have chosen the dash, in your face vents, on a cold day if the vehicle is cold, it will run the fan at 3, it will blow air out the dash vents, the air will warm as the engine warms, the air will blow out hot at that point until cabin temp of 72 is reached, then it will continue fan on 3, vents out the dash, but the air will be mixed to maintain that 72.
If you want it to KEEP blasting hot air, you have to set the thing up to max.
The days of the heater blowing out hot air for all of eternity because a lever is at the far side even if the inside temp is 100 degrees are over.
Mine works exactly as described above - and seems to be just fine.
If accurate (and I've NO reason to think it isn't), this is an excellent summary. It is NOT how I'd personally like to see the MANUAL HVAC system operate, but that's ok with me as long as AUTO works properly. There's some disagreement on that too, it seems. But it also seems as though some here have a system that won't moderate even after reaching set temp in MANUAL mode. Between different expectations, terminologies, probable system discrepancies and clashing personalities, this issue has been confusing the hell out of me.
