Rubicon shocks

I’m installing rubicon shocks on my sport does the cut out on the dust cap face the ground or axle? Torque specs?

Right, you don't want that cut out to ack like a scoop, you want to protect the shaft from things coming from the front: dirt, debris, rocks etc.

The technical term is called a roost shield

torque specs are front 110 top 100 bottom, back is 100 for both.
