I want 35s but do not want to impede performance. I'm concerned about other parts like axles not being strong enough.

If you'd look through many threads, you'll see that the stock axles can handle 35's and larger tires. Performance will be affected as the tire size increase.

So is 35s purely for looks only, without spending big bucks to change lots of other parts.

I have a Rubicon with 35’s and a level. Performance off-road improved with the upgrades based solely on rolling diameter of the wheel. Felt major improvement when aired down in general comfort as well.

Performance on road/freeway was hindered slightly due to the added weight and rolling diameter but not enough to warrant a re-gear in my opinion and that’s with plenty of mountain passes at or above 6,000ft elevation.

This what I was wondering, will regear be needed. I would rather lean to off road performance vs on road, without loosing durability.

You don't need to regear for 35s on a Rubicon, but yes, of course acceleration will suffer, if you don't. How much depends on how heavy they are. It'll also handle differently. Hard to describe, but different. I'm an offroad novice, but the off-road performance definitely improved significantly. The axles are plenty strong for 35s . Many are running 37s on stock axles. You will gain off-roadability, not lose it (unless you choose crap tires). More ground clearance. More sidewall. Wider footprint (if you go 12.5" or 315mm wide) even with no lift.
