I am asking some friends that live in Utah to clarify.
It seems like Section 12 agrees with what you are stating.

Well also Point #4 (b) in your screenshot there says does not include "Any vehicle not specifically designed for recreational use," which is us. I don't know if you see my profile picture but my little brother is a Park Ranger in Utah lol.

So where's the problem? It costs big bucks to undo damage done by selfish, irresponsible idiots that abuse public spaces. So what if there's a small fee? You own a very very expensive light truck, and would complain about a nominal fee to keep the vermin out and allow only those serious or who care to do things right?
Parks and public spaces cost big bucks. I see no problem here. Let those who use those spaces and are most likely to damage or abuse them pay for the upkeep

It's free for 18+, so they won't be getting any revenue from 99.9999% of this forum.

Even if it does apply to us, which I think it's been cleared up by an expert, that it does not, I am ok with them making an attempt to educate people.

I've gone 4wheeling with some idiots. Raining Day at AOAA, with a different club, had me regretting that decision all day.
Not sure if this course would help them, but at least it would be a start.

True idiots won't care - they'll take the class, ignore all that's been said and do what they want anyway. But there will be a few who are only on the edge of idiocy that may be helped.
Thanks to our non-enforcement of Darwin's laws, the idiots just keep getting bigger in numbers, and better idiots are born every day.

I pick up other people's sh!t all the time when I'm in the woods and it's really a sad deal. The education part of this is a great idea. Once these places get closed because idiots fcuk it up for the rest of us is just sickening.

I only wish the bureaucrats would call it what it's really all about. Just like red light cams, speed zone cams, etc....it has nothing to do with safety, nothing to do with "the children", it's all about revenue generation.

Better this than closing down trails

Besides it looks like its for UTVs and ATVs anyway

100%.

I think of this as similar to restrictive PWC regulations we see in certain waterways. Sure, they're fun (and I had a 55mph+ SeaDoo GTI-- it was a hoot) but there's a ton of idiots out there that buy them, don't respect the rules of the water and give us all a bad name.

The only way they get stopped is if A. DNR catches them in the act or B. Darwin makes a house call. My preference is B provided they're only putting chlorine in their own gene pool and not in one of an innocent bystander. At least if there's a law there in place, when A. happens they can rightfully have the book thrown at them.

This is a small step to limit the amount of damage on trails, contribute to the ongoing maintenance of, and hopefully curb some of the more degenerate behavior on the trail. Beats closing it all down by a mile but we all know what is next if it doesn't pan out.

That’s nothing. I heard from a supplier that “A” can of Copenhagen Long Cut would be $15 by the end of 2023!!!!!! Looks like it will be time to quit…again…

Not that ^^^ isn’t serious, but, as long as the funds go into keeping the trails open I’d be okay with it. No I didn’t read the link but I will. I’ve been up since 8:30 yesterday morning and don’t think I’d get past the 2nd sentence…

I quit smoking 5 years ago when calif raised the taxes again... I said screw them they got greedy they get NOTHING ....
The irony is they claim the taxes were to force people to stop smoking (like they want to give up that money) but in the next breath they say it's "my body my choice" ya not so much huh

I think jeeps fall under this category

1669426601697.webp

So it is required

Definitions of the types are in this PDF

They are so weird in Utah, because you can also see this which say a registered passenger vehicle is NOT an OHV.

Does my car/jeep/truck, etc. need a Utah non-resident OHV permit?
If your machine is registered as a “passenger vehicle,” it does not require a Utah non-resident OHV permit because it is not considered an off-highway vehicle (OHV).

This is good news, now when they catch someone contaminating they can issue two citations.

We are planning a Moab trip for 2023. Hopefully we do not need the permit/certificate, but I will probably take the course anyways. I have mtb’ed in Moab before, but never wheeled. Maybe there is something I need to know about Moab wheeling that does apply to Windrock, Hot Springs, or other places I have been. Everyone needs to learn.
