Hi Chip,
There is no kit available with this option. You would have to purchase all of the OE parts and piece it together yourself. This ends up costing more at about 900.

That's over 80 parts and 45 part numbers. I get that several are bolts, clips, fasteners and such, but are you sure that's correct? Not trying to be a pain and I appreciate your time.

That's about right. The steel bumper does not share any parts with the plastic bumpers. The other option is buy the bumper #3, Sensor couplers and buy the mopar steel bumper kit and swap it. You can then sell off the accessory bumper. Does that make sense?
