I'm not sure that's a decision for us to make. I say put on whichever you want first. Unless you are asking which you should put on first if you are installing both, then put the side steps on first.

If they are the oem steps or similar you may not need the mudflaps. The steps protect the sides very well.

Some mudflaps (rokblokz for example) have cutouts designed for the rubi rails. If you are planning on replacing those rails with steps in the future, you would then possibly then need to order mudflaps a second time. I'd go steps first (or get them both at the same time).

The Weathertech mudflaps have a special shape for the Rubicon.
I'm 100% satisfied with the Weathertech mudflaps! Perfect fit, easy install, top quality hardware and cheap!
2 snow storms and 3 off road trips, they are great, excellent body protection ( my wheels are stock )

I am looking at the Quadratec side steps on my 2021 Gladiator? Any recommendations?
Tons of choices, I like the oem as they are plastic match the fenders and bumpers, provide good protection for the side of the JT, and make it easy for my wife and kids to get in. I don’t do anything other than dirt roads so rock protection is not important to me.

I put steps on first (Havoc HS2), and I will be installing the Weathertech flaps in the next week or so.
