I didn’t know these existed.
Most of the foothill/mountain counties don't participate, at least in Norcal. If I don't register the truck in AZ before the 10 years is up (bought our retirement property there already), I'll register it at my brothers address in the foothills.

The peninsula is surrounded by water and there's wind blowing across it constantly. Vacaville sits in a valley. Guess where the polluted air settles? Figured out with a little reasoning? The LA basin had brown skies daily in the 80s, and Sacramento wasn't far behind. I'm all for the trail pipe testing. The visuals and regulations on swaps, aftermarket parts, etc are ridiculous. If you can get your 2000hp motor to pass the tailpipe test that should be the end of it.

No, I understood the reasoning? Was still nonsense to punish us for their pollution headed our direction. But we also had Travis Air Force Base right next door with all the jet exhaust.

You said to figure it out, I pointed out the logical reason why the valley cities pushed for it. They only have control of their local regulations. Not like they could enact smog regulations on other counties (although by leading the way other counties followed suit making the move all the more reasonable).

Unfortunately I drive a company car and need to keep the CA drivers license for insurance reasons. The AZ ID comes in handy for certain CA regulated purchases though...

Unfortunately I drive a company car and need to keep the CA drivers license for insurance reasons. The AZ ID comes in handy for certain CA regulated purchases though...
Ive never really had an issue with ā€œthoseā€ purchases. Most of the smaller shops look past it. Long as they check the box they’re in the clear.

Not sure if this is the route you want to go but, here is a list of states that allow nonresidents to register their vehicles. I am not sure how this affects your car insurance, but it may be a legal work around. DISCLAIMER: I am not a lawyer, just an ordinary jeep gladiator owner trying to enjoy my jeep without the government telling me how to enjoy my jeep. Good Luck!
Massachusetts and South Dakota seem to be the best options.

There's a large issue of people registering vehicles in other states to avoid their own fees, regs and requirements and it isn't just the super rich Montana LLC people.

Here in the DPRMD the latest scam was to register in VA because its not only cheaper (we're among the more expensive -nearly $200 annually- in the nation and the only one with a payment plan for your car registration), up until recently you could pay $500 to waive having insurance and so on. And even then if you had insurance the rate was cheaper in VA than MD. Naturally MD and VA didn't like this- and drivers here were getting whacked by uninsured broccoli heads in clapped out Altimas with no insurance on the regular.

A few years a go I called CARB and the BAR here on California about a V8 swap. The man I spoke with was very nice and laid it all out for me. Basically it can be done but it's very hard to do do to regulations . An AMW won't pass due to no Vin #s. For now, all AMW swaps have to be registered out of Calif. There are strict rules for that also.

I honestly only see 3 ways to swap a hemi while living here in CA.

1. Buy a newer Gladiator, gives you 5 years of smog free hassle.

2. Register vehicle in a county that doesn't have smog.

3. Smog your rig illegally.

I can't see any other way.
4. Don't live in California

Rubicon trail, Glamis sand dunes, King of the hammers and the desert area, Anza Barrago, Death Valley, Duzy Ershim trail, Mojave Road. I have done all of these. We have many of the off road mfg companies. I'll skip the bad stuff.
