Nearest I can tell via Google Lens, it appears the 'rats nest' may have been fabricated by Ektensive Metal Works in Texas for a project during a Motor Trend TV show 'Texas Metal'. Or another words, likely a one off.

There are a lot of bumpers out there with the “big hook” attachment point on bumper, you could have fabrication shop make one. You could scale it back a bit to be functional but not so big, and not partially block fender lights. I guess the question is what do you want it to do?…..Jack
