I recently got my GMRS license as well, received my radio in the mail this week, will be installed soon(ish), and have GMRS hand helds.
Yes the FCC requires a license for a GMRS radio due to power. The GMRS radio uses the same channels (frequencies) as a FRS radio, the cheap ones from walmart for example.
with that said, there is no honest way to really determine what kind of equipment you are using. so the people who are not licensed for GMRS and still using it (which I don't condone personally, hence i got my license) if they are not being an ass, jamming the comms or interfering with emergency comms there wont be an issue.
Now some groups, like official Jeep Jamboree require both the GMRS radios and license.
its not that expensive, its good for ten years and will save any possible hassle to just get the license.
