Rock Slide Engineering Stubby front bumper problems 2022 Rubicon

I have taken my factory bumper and skidplate off my JT, but when i try to mount the RSE bumper 2 of the outside bolts welded to the bumper wont line up. I cant figure out if the bumper if out of spec or my frame rails are a tad bent. Since I have not hit anything to cause the frame rail brackets to bend, I am leaning towards a bumper issue just not what my next step might be
