Are the OE JT's steel bumper winch ready or what do I need if I don't want an aftermarket bumper but want to add a winch?

Winch plate. Otherwise, it's pretty much ready.

Most winches will come with the rest - unless you want to use a different type or style fairlead and install a disconnect. My winch came with both.
