The halogen taillights have a small reflectorized band around the outer edge. I don’t know about the LED lights. There is a minimum requirement for the size of the reflective surface.

Hmmm...
Looks like I may have been mistaken. While there is a requirement for rearward-facing reflectors, there doesn't appear to be any size requirement. So the small band may indeed be sufficient.

Is that a state requirement where you're at? To pass in inspection in Texas that's not a thing, just need brake lights that work in the rear. Our inspection is a joke and I'm still wondering why we even have one...

No state inspections in WA.
Reflectors are a federal requirement. I looked up the statutes, but there was no mention of how big the reflectors needed to be.

Wonder if it's like bicycles (I worked at a couple of shops for several years as a retirement thing) - all the reflectors are a requirement for sale, but the owner can take them all off (which we recommended; then sold them lights). By the time anyone is close enough to see a reflector if they haven't ween you before, a crash is imminent!

A 1/4” dot of reflective tape seems adequate enough... ??‍♂

If this is true, then the Rock Hard rear bumper for the JT is not compliant to your statement that reflectors are required equipment.
https://www.rockhard4x4.com/product_p/rh-80302.htm

I was looking at pictures of the Wrangler, and I didn't see the reflectors in the stock bumper, but the pictures don't show a lot of detail.

Is it possible that the rear taillights on the JL and JT meet the reflex reflector requirement?
Didn't see anything on their page specifically, but aren't aftermarket bumpers sold as off road use only? This would bypass the reflector necessity by law.

If they are sold as off road use only, then why go through he trouble of including the ability to integrate parking sensors, license plate lites, towing electronics ports? I can find nothing in the manual or their website states for off road use only.

It's easy enough to find the pertinent regulations.
There's all kinds of stuff regarding positioning, using reflective tape, alternating colors of reflective tape, but I didn't see anything specifically about the size of the reflectors. It does seem a bit ambiguous...

Does the bed rock rail require the Rubicon rear steel bumper to mount?

I am 5’8”, not very limber 72 years old and have no problem using the top of the rear bumper as a step into the truck bed.

How short are the people that need a step into a JT bed??
I need to carry an actual step stool in my bed, all the time. But my tailgate is really high. I’ll have to measure later, but I’d estimate well over 36”

Edit, I’m 6’ 1”. So it’s a decent height at this point.
