I absolutely think emissions tests should be based on actual particulate emissions, but they don’t really care about that. They just test whether they’re stock. But emissions testing is a good thing. Someone needs to stop people from rolling coal.
Most of the people in my friend circle from western states defeat their emissions systems until just before the smog check. Then they swap a few things around, pass the test, and repeat the cycle. Others massage along high-mileage vehicles and fail their testing. They are then financially burdened to make a repair which soon falls into disrepair as they struggle by, unable to afford new Gladiators like everyone here.
That "testing" is as much about controlling the people, well, in my belief, more so, than about achieving low emissions. I see it as a huge scam and a move toward the oppressive regulatory state. From what I can see, those places that double down on emissions testing also have restrictive gun control. They have permitting requirements for everything, and if you really want to zoom out to the "one-over-the-world" viewpoint, these activities curtail freedoms.
I hold my home state as an example. We have no emissions testing, and we also have good quality air. We have no gun control; in fact, nearly everyone carries, and we have very little gun violence. Well, we do have criminals getting shot regularly when they are breaking into someone's home.
We have no nonsense environmental regulations that prevent a Californian farmer from digging a pond. Heck, I dug three of them on my farm and never had to ask permission.
I also believe these highly regulated states are akin to a frog sitting in a pot of water on the stovetop. It never realizes it is in danger until the heat actually kills it.
No desire here to enter a debate on the matter, just countering the idea that emission testing is necessarily a good thing.
