Is this steel or plastic

Looking to replace my bumper, and saw this on local forum. The lady says it's the steel bumper, but it looks pretty plastic to me. Anyone here know for sure. Thanks in advance.

Plastic, steel bumper has exposed torque bolts to turn in to a stubby, expose the winch mounting area etc

Thanks. I knew there had to be a small detail to differentiate it, but I wasn't sure what that detail was.

There are more than that, but thats the obvious one is the torx bolts

There is steel sandwiched in all the plastic, but that is the stock plastic bumper.
