There are several lifts that will work for you. Is there a price range your wanting to be in?

I was told you can run an Overland stock on 37's with no lift. Was this incorrect?

I used a 2.5” spacer in the front of my JTOD to fit 37s on it, nothing in the rear although I have some 3/4” spacers that I will be adding to it soon. To put 37s with no lift would be awfully close to rubbing on just about everything down there.

You can run that on a Rubicon if you have ZERO plans on going off road, the taller fenders give you some clearance, but it will rub like crazy, and if you flex the suspension at all it will probably tear the flares off.

I had 37's on my sport with a 2.5 inch lift (same fenders as you), but because I had aftermarket rims the tires stuck out pretty far and they would have destroyed my flares if I had gone off-road. I had to buy taller flares to make it work.

Modified stock flares, these worked for a week of street driving:

Aftermarket high clearance flares:

My best guess is you would want a 3.5 inch lift. Also, even though I had wider off-set rims, my tires rubbed on the skid plate, you may want some 1.25 inch wheel spacers.
