Not true at all and discount tire has a chart to go by that says you can mount up to a 37 12.5 17 on a 17x7.5 wheel. If you couldn't do it safely they wouldn't do it.

That's their chart

Mine that they mounted 37 12.5 17's on

If you got the wide axle's like on the max tow and Rubicon's you will not run. A 12.5" wide tire will rub the lower control arms at full lock without spacers on non wide axle JTs
I believe the tire manufacturer before you or the discount warehouse you purchased from.

I made a conservative choice, 33.1" height spec, same width as stock on my max tow sport s. No issues with them and they have performed very well in all conditions I have encountered. Falken Wildpeak AT3W 255-80-17 E.

Hi All - Hoping to get some help. I have a '21 Willys about to add my Teraflex leveling kit. If I wanted to keep the stock 17's and just go to a larger tire, what size would you recommend. Can you run a 33 on the stock 17's, I think they are only 7.5 wide. I was also looking at a 295/70-17. Do I need to add any type of spacer? Anyone got some recommendations? Thanks!
One way around the question of if a 12.5 will fit the factory rim or not, is go with a 10.5.
Kenda Klever R/T comes in both 33x10.5 and 35x10.5

Toyo ATIII is available in load range C 285/75/17 which is 34” tall and can be mounted on a 7.5” rim, also in 35x11.5x17 load range C which can be mounted on a 7.5” wide rim.

If I would go with the ATIII Load C in the 285/75, I am assuming it wouldn't kill the gas mileage, handling, braking, etc. Ive read a lot it seems these things are pretty temperamental when you start getting into larger tires.....I Was trying to stay away from Load E anyway.....

Whatever. Show me one that has failed because of it and then I may change my mind. Never saw it happen. Also tell me what the risk is. The worst thing and I mean worse thing that would happen would be you would get slightly less tire life out of the tire but I would doubt it on a 33. You would see this on 35s or better

Don’t waste your money on an aftermarket set of rims if you don’t think you want them. The stock rims are quality hub centric rims and in my opinion look great. For what you’re looking to do the stock rims will work fine.

Guys and gals have been mounting 12.5” wide tires on 7.5” stock wrangler wheels for many years without any issues. The only thing you run into is tread wear, because the tire bows more on the thinner rim. You need to run them at a slightly less psi so the tread spreads out flat on the ground. Otherwise it’s not an issue.

I’m running 35x12.5 on stock rims. As for rubbing, I’m not sure if yours will or not.
