Have you loosened up the control arm bolts? This should allow the axle to droop more. You'll need to loosen those bolts and retorque at the new ride height anyway. Typically the shocks control the maximum droop. So it would stand to reason you should be able to drop the suspension low enough to get the shock on fully extended. Once you loosen the control arm bushings, double check the brake lines aren't over extended and then jack up the opposite side a bit.
