Have you loosened up the control arm bolts? This should allow the axle to droop more. You'll need to loosen those bolts and retorque at the new ride height anyway. Typically the shocks control the maximum droop. So it would stand to reason you should be able to drop the suspension low enough to get the shock on fully extended. Once you loosen the control arm bushings, double check the brake lines aren't over extended and then jack up the opposite side a bit.

They will absolutely compress by hand. The first few inches are the hardest (giggity), then it gets easier. I’ve done it multiple times. Also, if by hand is not an option, take the piston end and put it on the ground and put your body weight into it and press down, then figure out a way to keep it down.

Edit: If you’re doing it be hand, make sure the top of the shock is bolted to the shock mount, lay on the ground underneath the piston end and use both hands to push up., then line it up with the bottom mounting point etc.
Maybe in a lower end mono tube but on a upper end monotone or reservoir shock you will NOT compress by hand . Mine have 3/4 stems my uncle weighs 350 and leaning on them he couldn't get them to budge. Strap or Jack only way.

Those Fox shocks had really weak valving in them . I hated my fox shocks . Got Falcons now ..leaps and bounds better than Fox.

Narrow motorcycle ratchet strap. Rack the lever on the strap using a long Crescent wrench.
