Mine seems to keep all the mud and sand from previous bad decisions in it...Yes, it's where you cut to either install a hitch ball above the bumper (too high for most trailers) or a bolt for a receiver hitch under the bumper. The instructions for the Curt hitch I installed on mine say to drill it with a 2" hole saw.
Now if I could just find a 2" black rubber or plastic plug that will fit over the bolt...

Nope, that style won't fit as the top of the bolt is flush with the upper face of the plastic. The plug needs to be hollow or even slightly domed.Here:
