Yes it is happening on both sides but the passenger side is not as bad. I think it is probably poor qc from jeeps supplier of the inner fenders.
It is only happening on my passenger side...Rubicon, OEM tires.

All JeepCares is going to tell you is schedule an appointment at the dealer for a warranty claim. All they are going to do there is put the same part number back on unless they get a revised superseding part that fixes the issue.

Not much choices here other than going aftermarket for fender liners or doing the zip tie mod some have previously mentioned.
Mine didn’t get replaced at all. Dealer opened a STAR with Jeep and they’re going to study it...?

Dealership installed new liners today, took about 45m, new ones are stiffer. I'm thinking it's the JL liners.

You are correct. I did a quick search of the part number and it's originally for the JL's.

day four other side went. this plastic is so thin and cheap I don't think it would have held up on a golf cart. but to put it on an off road vehicle.

find the person that chose this product and tell them to look for a new job while you can still give them a good reference because this screw up costs FCA a lot of money.

Adding myself to the list....
I find it extremely hard to believe Jeep didn't encounter this issue.
Ironically, I experienced this near Vail Pass, which I think is where they do some of their towing tests. Fortunately I had seen this thread prior to my trip, so I was aware it could happen. Nothing like pulling over on the side of I-70 with some zip ties and less than 2000miles on the odometer :)
