Did you press the rubber down into the drain hole? You shouldn't have any leaks after that. Definitely shouldn't be needing caulk.
Right. That mat nipple needs to snap in and the carpet can get in the way.
I've used dish soap to help, too. But if that carpet isn't totally clear of that hole, it prevents it from seating and snapping in. Sometimes you need to wiggle the mat a bit to get that nipple through the carpet hole. It'll go.

Kind of related question where can I get the plug for the floor mat this winter I had cold air blowing up my pants leg
Interesting on my 2022 Mojave the carpet was already cut and a rubber plug installed in the floor board. All I had to do is move the plug from the floor to the Mopar floor mat.

I noticed this exact same thing on my new Rubicon, the hole on the floor mat that leads to nowhere and causes the mat to sit warped against the carpet. Time to cut out the carpet.

This is a common thing. Many dealers don't want their techs to take out the carpet over the plugs, but want them to install the slush mats. When I do a prep, I remove the carpet over the plugs, remove the plugs, and snap the mat drain into the hole in the floor pan. I install the plugs into the slush mats, and place the carpet pieces into the glove box.

How much effort should it take to get this to seat? I’ve removed the carpet cutout, but can’t seem to get either mat “nipple” to go into the drain hole in the tub…

My dealer didn't remove the carpet cutout and clipped-in the slush mats breaking the clips because the clips on each mat, next to the drain hole, stood too proud.
Now I have to decide to chase them for two clips and lose hours of my life at the dealer or just suck it up and buy a couple clips online.

Oh yeah, and I am also having an issue getting the mat popped into the floor ... even without the plug in the mat. I think it's too cold. I may try a hair drier to warm the mat and some dish soap around the edge of the drain hole.

It was easy for me. Removed the cutouts and everything just fit together after that.

I 'm gonna be honest I didn't know anything about it, I kinda figured it out a few months ago .. been to lazy to cut the carpet ... but with recent snow sand salt slop and this post I'm gonna cut it tomorrow

I think I'm facing the same thing with my slush mats. As this is my first Jeep, I have to ask the dumb beginner question... I think the mats just pop up and come out, right? Do I have to remove the entire floor carpet to get to a plug under it, or do I just get to the plug through the cut I make in the carpet? I'm new at this. Thanks. I post pictures when I take a look at this.

The carpet is already cut 90% of the way. You'll see an oval cut in the carpet right under the drain in the mats. Pull that oval piece of carpet out and you'll see a rubber plug under it. Pull that rubber plug out, put your mats back in with the drain in the hole, then put that rubber plug in the hole on your mats.
