I was getting just above 20 on my Overland with stock tires for the first 1,500 miles. After swapping to 33s and using the JScan to adjust the speedo I'm averaging more like 18.5 per the DIC on the dash. Still better than any other Jeep I've ever owned, but worst than my Silverado Ecotec 5.3 which averaged 21 city 24 hwy. It of course used Active Fuel Management (AFM)as GM called it, or Multiple Displacement System (MDS) as FCA calls it on the Hemis. Pros and cons to that system, but it was pretty good MPG for a V8 compared to our V6s.
