In parts nomenclature I'm used to - that's a housing assembly.No they aren’t. If you buy an axle housing, the tubes come with it.
When we rebuild, repair, or have to re-position an axle tube - it's resetting the tube in the housing and then welding it in place.
So from a mechanic's point of view, or in manufacturing, the housing is one piece, the tubes another, and the tubes are pressed in and a small weld applied. (red lines) and it becomes an assembly.
