One suggestion that others don't really mention:

Check with your employer. Some employers are now offering "legal insurance". (ARAG is one ime familiar with)
Basically how it works, is that you pay like $8-$15/mo to basically have an attorney at your beckoned call, and they handle a lot of stuff like wills, and legal documents... But they also tend to handle things like this, too.
I know it's a weird solution, but it may allow you some legal recourse, if a sketchy dealership is doing shady things.
(For the record, I used ARAG a few years back, to fight a couple of debt collectors that were going after my parent's estate.. all of the legal paperwork, court dates, and everything, cost me nothing, other than the monthly cost of the insurance)
So, if a dealership is trying to ignore mag. Moss, you could turn it over to the attorney, and let them handle the legal battle... *Shrug*
Just a suggestion that's worked for a few legal issues, for me, in the past.
