Use brake caliper paint

Brake caliper paint. Spray it into a foam cup and brush it on.

I didn’t have the heart to tell him the heat is going to glue the paint to his wheel, and that it would all come off on his next tire rotation. He asked for paint, not a solution ?‍?

Given his other posts where he totally detailed the underside, I figured this was a OCD thing for him. He has pictures of a zero turn mower that you could eat off the engine deck.

The paint will adhere to your wheels. I just scrubs mine with wd40 using scotch green pad every rotation.

You really don't want to put a coating with any significant thickness on that surface. You need to maintain a nice metal-to-metal contact in order to maintain lug nut torque and minimize brake squeal. So, you could use a very light coat of paint, but chances are that the rust will come back.

For the rotor surface, I use Scotchbrite pads or 3M Hub Cleaning discs to get rid of any rust, then I wipe on a thin layer of CRC #06026 HD Corrosion Inhibitor. They key is to spray the CRC onto a lint-free cloth then apply to the surface, taking care not to get it on the lug studs. For around the hub pilot area only , I spray some CRC into a cup, let it dry to a thick paste, then brush it on.

For the wheel mounting surface, be careful if you use any type of power tool because you don't want to damage the aluminum surface. I use a new, fine, flat machinist's file and draw it across the surface with almost no pressure on it to remove any rust/contamination. Works like a charm.

Been painting brake drums and rotors for a lot of years.......... never a problem.
They used to come painted from the factory. (then they got cheap to save money)
I have pictures from decades ago showing differential/axle assemblies on a semi headed to an assembly plant.

I've even powder coated them.

I spray - I mask and spray. I usually use a rust converter, then use a paint like VHT or similar depending.

I paint calipers.............

Can't yet find the pictures of the front rotors and calipers of this car.

Never a problem. High temp paint, proper prep, just never had an issue.

On prior vehicles I have put a thin layer of antisieze there. I wasn't doing it for looks, it was to keep the wheel from bonding to the rotor/drum. I don't know if that little bit of slickness is bad or not but I've never had a problem.
