I’d throw it in the glove box, just in case you ever figure out what it is.
I tried that. The glove box is too tiny for all the stuff I have found. Random bolts, plastic clips etc. The entire bottom of the center console is covered with either spares (supplied by the friendly assembly line) or random plug, clips, weird bolts and plastics I have no idea where it came from, but scared to find out I threw it out and now there is a 3-month wait to get it replaced.

At least it's not some assembly line guy's half eaten lunch stuffed under the carpet. Or the socket that was left behind the rear seat that rolled around for a few months.
A few years back it was not uncommon to find assembly line jokes. Coffee cups under the dash, washers tied with fishing line to the inside of a door panel and a note saying 'did you find me yet?'
Worst one that I had was a sliding sound under acceleration and braking. Noise was from inside the car, took the seats, center console and carpet out............ finally found a pencil in the subframe rail. Not wanting to affect the structural integrity of the rail, I took it out in pieces through about a 1/2" factory hole in the floor. I bet that whomever dropped that pencil in there is still laughing about it.

I bought my wife a used 93 Isuzu Trooper RS back in the day. Extremely rare, only 150 were imported each year over a 10-year period.
It made some rattling noises and I decided to chase it down while installing an amp and sub. I decided to pull all the carpet and run the wiring up the tunnel.
Holy balls, there was about 3 dollars in pennies under the carpet. I don't know if someone had just dropped them one at a time or what, but it was the craziest thing. A few pennies, sure, but hundreds?! That was a conscious effort.
I do miss that truck, 4.56 gears, LSD rear from the factory, even had headlight wipers and power folding mirrors. One of the rarest production vehicles in the US. It is said that it is the box that the Vehicross came in.

That's what I have found. My buddy found a wrench hanging behind the rear seat on a Crown Vic with a note on it when he worked for a Ford dealer. It only made noise when you made a hard right turn. Said he had to take the rear seat out to find it.

I have found tools left on/in vehicles that other mechanics have worked on. A complete set of Snap-On 1/4" drive sockets in a metal box sitting on the inner fender of a '77 F150. A couple pair of Vise Grips under cars. A C clamp the was used to hold a piece of plate on a rusted out frame that was repaired. Also found screw drivers, small wrenches and sockets that were dropped in tight spaces and left for dead.

almost looks like a radiator drain cock. Coolant would be pouring out of the radiator, so thats not it.

It looks very similar to a radiator drain plug for sure. Although the ones I've seem have had o-rings on them, like this:

The only thing I can find in relation to the part number 'SP23959' are extensions... and I've also seen some strange packaging for sockets & extensions & things of that sort. That thing could for sure be related to that. Have you bought anything like that lately? If not, it could definitely be from when some kid on the assembly line needed to break out a new extension.

So many parts in modern trucks and cars come from other vendors or suppliers. They are shipped in bulk and pulled when needed for each build.
It's very possible this was in some item that Jeep used to build this truck or another, and instead of pulling and disposing of, it got pulled and dropped. It could have been caught up in the frame of one of the seats - built in another building, and ended up there.
There are no bolt or screw holes, no grooves for a seal or o-ring, so likely it was part of some shipping or packaging system for one of the parts in or on that truck. Anyone who has bought a big electronic device, printer, or some other complex part with moving parts that can shake or move during shipping has pulled odd plastic parts out before putting it into service.
Another possibility is some sort of spacer or jig used to place an item in the truck and align it before it's bolted in. It's amazing watching these things get assembled - how decals and other parts are put on so perfectly in the exact same spot on every vehicle.............

Off topic, but I had to laugh at this ^^...
On my 2014 JKRX, the "RUB" in RUBICON on one side of the hood curved up about 3/8". On my 2021 JTM, the Desert Rated badge was noticeably rotated clockwise. Far from perfect. I fixed them both myself.

It's odd that it would happen if you see how the side decals are applied - but hey, who knows.
There's a jig that determines placement - but it's still a human in the end.

It's like the Chevy Impala a friend was working on - got hit on one side. So they stripped that side, made the repairs, repainted those panels and went to put the trim on and look at the other side to make sure they had things in the right place and discovered that car had two different trim levels.
The trim on the right side was different than that on the left. The car was a couple of years old and in that time no one had ever noticed the different parts between the two sides.
