Fog lights. That's what's in the bumper.For want of a word that best described the integral plastic part that both defects the flow of air and also prevents mud etc. from coating the back of the bottom set of lights (perhaps called driving lights) that is located directly in front of the front tires which if said tires are oversized will hit described plastic device. which is also referred to as an air dam that I erroneously called a spoiler. Wikipedia:

Never heard that close-off piece called an air dam, though.
