Well, I got my first “body damage” over the weekend. Had to make a tight turn around a fallen tree and cut it too short. This is behind the passenger rear door. Guess I should look into better side rails too. lol

any suggestions on how, and if, I could pop it out?

It'll buff out! Sorry, couldn't resist.

On a more serious note, you can try to pull this out with some high strength suction cups but I'm not optimistic. You could also touch up that chip easily with some touch up paint. It all depends on how important aesthetics are to you. If you want it back like it was, then you'll need a body shop for this one. I drive so much off road, I've just accepted I'm going to have battle scars. Everyone is different.

I've had similar dents on other vehicles that I had repaired by the 'paintless dent repair' guys. That, plus a bit of touch-up paint where it chipped, and you should be good to go.

If it's too much for the suction cup technique you can remove interior trim pieces and put a deflated ball (whatever fits) in the cavity and slowly inflate the ball.

The issue with the factory rock rails is that they will flex and contact the body during really hard hits. The contact can be hard enough to dent the body. It looks like that may have happened to you.

To keep rust away, you need to make sure to fix the cracks in the paint, and it look like there is a pretty big crack:

Side Note:
My JKR has the factory rock rails, and they have contacted the rockers on many occasions, deforming the rockers and cracking the paint. All I did was chip off the loose paint & liberally apply touch-up paint. I left the dents because they aren't really noticeable on the JK and it was only going to happen again.

A PDR guy should easily pull that dent out. The scratches on the clear coat can be buffed out. That paint chip on the other hand, looks troubling. You can already see some debris in there, getting under the surrounding paint layer.

Fortunately I don’t plan to sell it. I had my last truck 20 years. lol
